A bureaucracy is usually thought of as a government entity or other organization that involves extensive and drawn out paperwork, and possibly other requirements as well. This is why bureaucrats are often referred to as paper pushers. Busy work without actually accomplishing much seems to be the way of any bureaucracy, and this may lead to frustration and displeasure from the public. Consolidating any bureaucracy is very difficult to do because of the large size and redundant processes and procedures.
